Demand for Tax Return — no California return on record
A Demand for Tax Return (FTB 4601) means the Franchise Tax Board has no record of your California personal income tax return for the year named. It is a filing question, not a bill — the FTB is asking you either to file or to explain, and it encloses a Reply to FTB form for saying you already filed, you do not have to file, or you are not sure. A business-entity version of the same demand exists as FTB 4684/4685.
If nothing arrives by the date on the notice, the FTB estimates your income and issues a Notice of Proposed Assessment that includes the estimated tax, a demand penalty, a delinquent filing penalty, and a cost recovery fee.
